Some forum-related suggestions.
The fact that there's a forum isn't easy to see on the main Welcome to the Doghouse page with the link being buried in the “Contact” submenu, and in the mobile version it's yet one more step away. It would be more visible being right out front on the desktop layout and on a separate line in the mobile pull-down. This could help encourage participation.
Continuing that idea, some sites have a good idea in including a line with a link to the effect “Please share your thoughts about this story on our forum” at the end of each chapter.
On the forum itself, topics that have more than one page have links to following ones only at the top of the page. Unless readers have seen that and remembered it, they'd have no idea there was more after they'd read that page's last post.

It would be easy to add a forum link to the text at the bottom of the page; that seems like the most natural location, given the current page layout, but that would also limit its visibility. It would also be easy to add such a link along with the last-update date or in the block with the read-ahead link, which would offer improved visibility with (in my opinion) a less optimal page layout.
Some of the stories have included links to the forum at the end of the story; Dabeagle could probably tell you whether or not that has helped with getting new readers to take part in these discussions.
Changing the layout of pages on the forum may be more challenging. It looks like the layout of the forum pages is defined by ProBoards, but I don't have a forum on ProBoards, so I haven't explored the various administration functions they provide. Dabeagle might have a better idea of whether or not duplicating the page-to-page links at the bottom of a page is achievable.

It appears that the software on this forum host doesn't provide a lot of configurability with respect to page layout. In particular, there doesn't seem to be a way to modify the page navigation controls, so we are apparently stuck with having the page selection buttons at the top of the page.
